Early Head Start

The University of Pittburgh's Office of Child Development (OCD) operates the Pittsburgh Early Head Start (EHS) program. Part of a national demonstration, the Pittsburgh Early Head Start program provides early, continuous, intensive and comprehensive child development and family support services to low income families with children under age three. Funded by the Head Start Bureau, with matching funds from the Howard Heinz Endowment, the project operates in high risk neighborhoods in four communities: Clairton, Hill District, East End, and Sto-Rox in Allegheny County. OCD does not provide EHS services to families directly; instead, it contracts with three community-based organizations to host EHS program centers. OCD provides direction to the centers on their activities and programs for families and oversight for development and management. EHS staff members are part of the host agency staff but are supervised jointly between the host agency and OCD's Central Office staff.
