The PA LAUNCH project is an alliance among partners that have a shared vision for the wellness of young children and a history of working together on their behalf. Pennsylvania’s Department of Public Welfare Office of Mental Health and Substance Abuse Services (DPA/OMHSAS) is the applicant State agency and selected Allegheny county as the local community for the project. ACDHS leads a partnership that includes the University of Pittsburgh Office of Child Development and has a commitment to promoting the social, emotional, behavioral and physical health, as well as the cognitive development of, young children from birth to eight years of age.
