United Way Children and Youth Impact . In early 2014, The United Way of Allegheny County (United Way) convened an advisory committee and engaged the University of Pittsburgh Office of Child Development (OCD) to facilitate the process of illumining community needs in the area of financially struggling adults and families and identify the best investments and strategies that would have the greatest impact in the 2015-2018 investment cycle.
