English version (http://epaa.asu.edu/ojs/article/view/1517/1239): A qualitative study was carried to identify the roles of actors associated with the publication of scientific journals in Chilean, Colombian, and Venezuelan universities. Twentyfour semi-structured in-depth interviews were conducted with journal editors, university authorities, and other experts. The categories of analysis included university leaders (journal directors/coordinators), institutional actors (university presses and libraries), and journal editors. Changes emphasizing open access journals and salary incentives to increase productivity among university professors are creating new roles for those involved in the publication of journals. University journal directors and coordinators are being challenged to provide support and to seek inclusion in national and international indexes. Although university presses have not played an important role in this process, libraries have gained new responsibilities associated with data processing and the creation of repositories. Challenges exist for individual editors to obtain supporting personnel, as journal publication work grows and demands more.

Spanish version ( http://epaa.asu.edu/ojs/article/view/1517/1240): Se realizó un estudio cualitativo con el fin de identificar el papel de los actores asociados a la publicación de revistas científicas en universidades de Chile, Colombia y Venezuela. Se realizaron 24 entrevistas semiestructuradas a profundidad a editores de revistas, autoridades universitarias y otros expertos. Las categorías de análisis incluyeron líderes universitarios (coordinadores de revistas), actores universitarios (editoriales universitarias y bibliotecas), y editores de revistas. Cambios hacia la publicación de acceso abierto e incentivos salariales para aumentar la productividad de los profesores universitarios están generando nuevos roles entre quienes están involucrados en la publicación de revistas. Los coordinadores de revistas universitarias deben proporcionar apoyo y ayudar a buscar la inclusión de las publicaciones en índices nacionales e internacionales. Las editoriales universitarias no han jugado un papel importante en este proceso, en tanto que las bibliotecas han ganado nueva responsabilidad asociada al procesamiento de información y la creación de repositorios. Los editores de revistas, por su parte, enfrentan desafíos para conseguir personal de apoyo a medida que la carga de trabajo para la publicación y las exigencias de las revistas aumentan.

ABSTRACT ( http://www.saece.org.ar/relec/revistas/5/res7.pdf). This article presents some topics analyzed by a group of editors of comparative and international education journals. It uses information from a survey sent in advance to the editors and reflections about the workshop carried out during the XV World Congress of Comparative Education (24-28 June 2013) at the Universidad de Buenos Aires, Argentina. Several journals that participated in the workshop are published in print and electronic versions, and a few are only electronic. Some journals are completely open access and others are open access with the exception of the current issues, but most of them are only available per subscription or purchase. There is a great diversity regarding the language of publication. Some journals are only published in English and others are published in different languages (like Japanese and Spanish) but accept manuscripts in English; some are published in several languages and others include titles and abstracts in more than one language. Some topics that deserve further analysis include indexation, impact factor measured by citations, journal rankings, journal funding, and the challenges posed by mega journals.

RESUMEN ( http://www.saece.org.ar/relec/revistas/5/res6.pdf). El presente artículo recoge algunos temas analizados por un grupo de editores de las revistas de educación comparada e internacional. Se utilizan información obtenida a través de una encuesta y reflexiones del taller de editores que tuvo lugar durante el XV Congreso Mundial de Educación Comparada (24-28 de junio del 2013) en la Universidad de Buenos Aires, Argentina. Muchas de las revistas participantes publican actualmente versiones impresa y electrónica, otras son únicamente electrónicas. Algunas de ellas son totalmente de acceso abierto, mientras que otras tienen números anteriores en acceso abierto, y la mayoría solo están disponibles por suscripción o compra. Con respecto al idioma de publicación, existe mucha diversidad pues algunas revistas son únicamente publicadas en inglés, otras en idiomas diferentes (como japonés y español) pero reciben artículos en inglés, algunas aparecen en varios idiomas, y varias incluyen los títulos y resúmenes en más de un idioma. Temas que ameritan análisis posteriores incluyen la indización, el factor de impacto por citaciones, los rankings de revistas, la financiación, y el desafío de las mega-revistas.

RESUMEN. Introducción: el objetivo de esta investigación fue identificar las revistas electrónicas odontológicas iberoamericanas de acceso libre o abierto (OA) incluidas en los repositorios-índices regionales SciELO y RedALyC, y los índices mundiales más prestigiosos, con el fin de crear un inventario inicial y formular preguntas para futuros estudios acerca del desarrollo de la comunicación científica odontológica en la región. Métodos: se trata de un estudio descriptivo en el que se hizo la búsqueda de revistas científicas de OA en SciELO y RedALyC y los índices Publindex, LiLACS, Latindex (catálogo), Medline, Web of Science (WoS), Scopus, Google Scholar. Se hicieron cuatro tablas en las que se registró la información de variables como país de publicación, título de la revista, institución editora e indizaciones. Igualmente, se analizaron las revistas odontológicas colombianas en Publindex como caso. Resultados: se encontraron 13 revistas en SciELO y 6 en RedALyC (una sola en ambos). Tres revistas están incluidas en el Medline (todas ellas brasileñas), nueve en Scopus, y dos en la WoS. Igualmente se encontraron siete revistas odontológicas en Publindex. Conclusión: la participación de las revistas odontológicas de OA de Iberoamérica en los repositorios e índices regionales y mundiales es modesta. Las revistas mejor posicionadas (indizadas por los principales servicios bibliográficos internacionales) son publicadas en inglés, incluyen un mayor número de artículos y están incorporadas en SciELO.

ABSTRACT. Introduction: the purpose of this study was to identify the Iberic-American open access (OA) scientific dental journals that are included in the regional repositories-indexes SciELO and RedALyC and the most prestigious international indexes, in order to provide an initial inventory and generate questions for future research about the development of dental scientific communication in the region. Methods: This is a descriptive study in which OA scientific journals were searched in SciELO and RedALyC and the indexes Publindex, LiLACS, Latindex (catalogue), Medline, Web of Science (WoS), Scopus, and Google Scholar. Data of variables such as country of publication, journal title, publisher, and indexations were organized in four tables. Likewise, Colombian dental journals included in Publindex were used as a case. Results: There were 13 journals in SciELO and six in RedALyC (only one in both). Three journals are indexed by Medline (all of them Brazilian), nine in Scopus, and two in the WoS. In addition, there were seven dental journals in Publindex. Conclusion: Participation of Iberic-American OA dental journals in the regional and international repositories and indexes is modest. The best ranked journals (indexed by the main international bibliographic services) are published in English, publish a larger number of articles, and are included in SciELO.

Competition and productivity are characteristics of the globalizing knowledge-based economies that influence higher education. This is evident in the development of science, technology, and innovation (STI) policy and systems in Latin America in the past 20 years. In this context, some prestigious private universities compete with their public counterparts on scientific support and outcomes. However, not much research has been conducted on this topic. This chapter creates a framework for this. The first part of the chapter describes current trends and indicators of STI in Latin America. The second section analyzes the history of higher education in the region and its role in STI systems and the economy. The third part reviews the main university rankings regarding competitiveness and productivity, and identifies the best ranked private universities. The conclusion looks at successful university features regarding productivity and competitiveness and also at the future from the perspective of innovation.

Since the 1990s scholarly journals produced in Latin America and the Caribbean (LAC) have experienced an impressive quantitative and qualitative growth. In the late 1990s there were 15,049 ISSNs registered in Latin America, and the Latin American Journal Collection included 2,488 scientific journals. The expansion of the regional capacity to produce and sustain scholarly publications is related to uneven processes, with many successful journals, pockets of excellence, innovative models, as well as failed enterprises, entrenched obstacles, and difficulties. This chapter will analyse the recent trajectory and the main challenges that LAC journals are facing, not only in terms of having a greater participation in the worldwide scientific arena but also to meet the multifaceted and diverse demands of the region’s knowledge production and distribution.
